Background and main directions of training and academic research
The Institute was founded by the decision of the Ministry of Education in September of 1990. It was the first Institute in Taiwan to focus on the studies of the Soviet Union and the sixth Institute within Tamkang University specializing in regional studies. In the second term of 1992 academic year it was officially named the Institute of Russian Studies.
The Institute is providing complex educational agenda. With Russian history being the basic course, it also provides specialized courses dealing with the politics, society, economics, diplomacy and the military issues of Russia and other independent states of the former Soviet Union. It also deals with foreign relations of modern Russia and other independent states of the former Soviet Union with the rest of the world, paying the special attention to the development of the Sino-Russian bilateral relations. The Institute is training high-class specialists in Russian affairs and offers necessary information concerning Russia and the ways of dealing with her to the government and the public of the R.O.C.

Special features
The Institute has a number of special features making it quite different from other university faculties and institutes throughout Taiwan. It is the first institute majoring in the studies of Russia and other states of the former Soviet Union and providing the most fundamental and complex research in this field. Particularly, the Institute is known as having established very high scientific standarts for magistre theses.
Among the students of the Institute there are not only the former graduates of the Faculty of Russian Language and Literature. For those who are coming from other faculties it is necessary to get 8 credits in Russian language courses or to pass an exam in Russian in order to have the right to graduate from the Institute. The former students of the Faculty of Russian Language and Literature are obliged to choose one course with lecturing in Russian language.

Equipment
The Institute is located on the 9th floor of the Jingsheng Building. Now it has Director!|s office, an office for administration staff, five study rooms for professors and a library room.
Computers used in the Institute are equipped with Russian-language software and have access to the Internet, thus providing the professors and the students with the opportunity to search for scientific sources and to communicate with other Institutes engaged in Russian studies throughout the world. Moreover, the Institute has recently deployed in the Internet its own data bank under the title !§The Early History of Sino-Russian Relations!‥ which comprises materials from the archive of the Ministry of Foreign Affaires of the R.O.C. Besides, the Institute regularly receives fresh issues of !§Izvestia!‥ newspaper. The bulk of books and periodicals is placed in the University Library, while the funds of the Institute!|s library are also widening annually.
