Brief History
The
Department of Public Administration covers four major
disciplines in the social sciences: law, political
science, public administration, and public policy.
Courses concerning law include: Constitutional Law,
Administrative Law, Law and Society, Civil Code,
Business Law, etc. Courses concerning political science
include: Introduction to Political Science, Comparative
Politics, and Western Political Thought. Courses of
public administration include: Public Management,
Organizational Theories, and Behavior, Personnel
Management. Courses centered on public policy include:
Policy Analysis, Political Economics, Policy Evaluation,
etc.
The
Master’s Program of Public Policy is designed to train
and cultivate future administrators and policy
researchers. Thirteen full-time faculty members and two
adjunct professors offer about thirty graduate courses
every year. The Graduate Program’s major objective is to
furnish students with substantive knowledge and
analytical skills necessary for policy research, such as
problem seeking and identification, solution
formulation, and impact assessment. As a result, the
courses offerings can be categorized as the following
types: (1) methodological courses, including Empirical
Research Method, Policy Analysis, Comparative Public
Policy, and Research Design; (2) a group courses
focusing on public law, including Legal Policymaking,
Constitutional Policymaking, Seminar in Administrative
Law, and Seminar in Administrative Remedies; (3) courses
of public administration and organization, such as:
Public Organization and Management, Organizational
Theories and Designation, and Seminar on Personnel
Management; and (4) courses of various policy areas,
including Seminar on Communications Policy and
Regulation, Seminar on Fair Trade, Seminar on Securities
Policy and Regulation, and Seminar on Ethnic Politics.
Our
graduates can consider their future careers in the
following fields: government agencies, nonprofit
organizations, information technology, news and media,
banks and financial organizations, and congressional
staffs. Students receiving advanced degrees from the
Public Policy Graduate Program are expected to pursue
careers in government agencies, nonprofit organizations,
and the private sector.
Admissions
The
admissions systems are simultaneously adopted at this
department for the two programs. One is through
recommendation and the other is examination. Beginning
from the 2003-2004 academic year, one extension graduate
class is opened for in-service students through
examination.
Degree Requirements
The degree requirements of the department are as
follows:
1. Requirements for a degree of B.A.
A total of
141 credit hours are required for graduation. Of all the
141 hours, 105 credit hours are required courses and the
remaining 34 credits are electives; 24 of the elective
credits have to be selected from courses offered by the
Department.
2. Requirements for a degree of M.A.
A total of
24 credit hours are required for graduation (excluding
credits for thesis). Of all the 24 credit hours, 3
courses with a total of 6 credit hours are required and
the remaining credits are electives. For this program,
there are two semesters in each academic year. Normally,
this program takes almost two and a half years to finish
and students must register for a minimum of four
semesters before graduation.
3. Requirements for a degree of E.M.P.P.
A total of
29 credit hours (excluding credits for thesis) are
required for graduation. Of all the 29 credit hours, 2
courses with a total of 6credit hours are required and
the remaining credits are electives. For this program,
there are two semesters in each academic year. This
program usually takes two to three years to complete and
students must register for a minimum of four semesters
before graduation.
Objectives
The Department of Public Administration has two main
objectives for its three programs. For the Undergraduate
students, it is expected that students will good at
administration and will be ready to undertake their
professional jobs (including government agencies,
nonprofit organizations, computer firms, news and media,
banks and financial organizations, and staffs of
congressman) or to carry on graduate program.
The
objective for the M. A. and EMPA program aims at
training future administrators and policy researchers.
Based on that, our training objective is to furnish our
students with a set of proper analytical skills which
enable them to do policy research including problem
seeking and identification, solution formulating, and
impact assessing.
Curricula
The courses offers basically fall into three
categories: Firstly, a series of courses designated to
better understanding of Public Administration and Public
Policy, such as Public Organization and Management,
Organizational Theories and Designation, Personnel
Management, Policy Analysis and Policy Evaluation.
Several case studies courses aim at various policy areas
which containing Seminar on Communications Policy and
Regulation, Seminar on Fair Trade, Seminar on Securities
Policy and Regulation, Seminar on Ethnic Politics.
Secondly, a group of courses focusing on Political
Science are offered which consist of Introduction to
Political Science, Comparative Politics, and Western
Political Thoughts. Thirdly, there are a cluster of Law
Courses, including Constitutional Law, Administrative
Law, Law and Society, Civil Code, Business Law, etc.
Besides, there are a cluster of methodological courses,
including Empirical Research Method, Policy Analysis,
Comparative Public Policy, and Research Design;
secondly, a group of courses focusing on public law are
offered which consist of Legal Policymaking,
Constitutional Policymaking, Seminar in Administrative
Law, and Seminar in Administrative Remedies.
Faculty
The Department faculty consists of 19 full-time faculty members and 30 part-time teachers. Among the 19 full-time faculty members, 16 of them hold doctoral degrees. Continually hired each year to low down the student-teacher ratio is future target of the department.

Journal
The
Journal of
Law and Political Science is
published by the Department since 1993. The Journal
provides a forum for theoretical discussion and
practical experience exchange in terms of their
originality and contribution.
Prospects
The Public
Administration Department stresses the importance of
globalization and localization at the same time. Through
the course of globalization, Information-oriented
Knowledge and future-oriented training will contribute
to the well-being of our students. To that end, the
undergraduate students are encouraged to participate in
various school activity, in addition to researching. For
graduate students, the department emphasizes research
publication and conference participation. The faculty
deeply believes that untiring endeavor is the only way
can promote academic reputation of the department.
